What a Cicero replacement has to include, not just cost
Weigh the specification as hard as the price, because two quotes for the same trench are not the same job if one of them omits the sump the county requires or the cover depth it sets. Weigh the route as well: Cicero is fed by pump stations into county trunk sewers rather than running downhill to Metro, so a replacement has to tie back into a pumped system and the connection paperwork follows from that. And be careful what happens to old pipe left in the ground, because any abandoned piping has to be capped watertight at both ends and any floor or wall penetration made watertight to stop seepage back into the property.

The Brewerton Water Pollution Control Plant at 5215 Guy Young Road opened in 1974 after the Lakeshore Sanitary District consolidated three smaller plants, Beechwood Farms, Harbour Village and Oneida Park. It is fed by a series of pump stations leading to two trunk sewers, Lakeshore and Orangeport, which bring wastewater from portions of the Town of Cicero, Bridgeport and the Village of Brewerton.

Section 5.5 A of the Examining Board requirements sets minimum cover in Onondaga County: building sewers 48 inches, with insulation board required where cover is less than that; pumped sewers and force mains 48 inches, described as 6 inches more than frost depth; household sewers to septic tanks protected with insulation board where cover is less than 24 inches in grass areas or less than 42 inches under pavement; domestic water services 54 inches; and fire service and low-flow yard lines 66 to 72 inches. The document also cautions that insulation board over shallow lines with little or no flow is not effective in Onondaga County because such lines have no self-heating effect.
