A survey tells you the material, the depth and the distance to the fault. In Cicero it also flags two requirements that get discovered mid-trench when nobody looked first.

Deciding

What a Cicero replacement has to include, not just cost

Weigh the specification as hard as the price, because two quotes for the same trench are not the same job if one of them omits the sump the county requires or the cover depth it sets. Weigh the route as well: Cicero is fed by pump stations into county trunk sewers rather than running downhill to Metro, so a replacement has to tie back into a pumped system and the connection paperwork follows from that. And be careful what happens to old pipe left in the ground, because any abandoned piping has to be capped watertight at both ends and any floor or wall penetration made watertight to stop seepage back into the property.

  1. Confirm the cover depth in the quote

48 inches is the county minimum for a building sewer, with insulation board where there is less, and the same figure applies to pumped sewers and force mains as six inches beyond frost depth.

  2. Ask what replaces a lost floor drain

If the work eliminates an active basement floor drain, or there is not one, the requirement is a recessed sump and effluent pump discharging to daylight or an approved point. That is a line item, not an afterthought.

  3. Abandoned pipe has to be sealed

Old piping left in place must be capped watertight at both ends, with any floor or wall penetration sealed, so nothing seeps back into the building. Ask how the quote handles the pipe it is replacing.

The Brewerton Water Pollution Control Plant at 5215 Guy Young Road opened in 1974 after the Lakeshore Sanitary District consolidated three smaller plants, Beechwood Farms, Harbour Village and Oneida Park. It is fed by a series of pump stations leading to two trunk sewers, Lakeshore and Orangeport, which bring wastewater from portions of the Town of Cicero, Bridgeport and the Village of Brewerton.

Section 5.5 A of the Examining Board requirements sets minimum cover in Onondaga County: building sewers 48 inches, with insulation board required where cover is less than that; pumped sewers and force mains 48 inches, described as 6 inches more than frost depth; household sewers to septic tanks protected with insulation board where cover is less than 24 inches in grass areas or less than 42 inches under pavement; domestic water services 54 inches; and fire service and low-flow yard lines 66 to 72 inches. The document also cautions that insulation board over shallow lines with little or no flow is not effective in Onondaga County because such lines have no self-heating effect.

Section 5.5 C of the Examining Board requirements states that when repair or replacement of a building sewer or drain eliminates an active basement floor drain, or where there is no floor drain, a recessed sump and effluent pump must be installed to remove surface and clear water, discharging to daylight or an approved point of disposal. Any abandoned piping left in place must be capped watertight at both ends and any floor or wall penetration made watertight to prevent seepage back into the premises.

What sewer line repair involves

Local Context

Depth and floor drains: two Cicero requirements found late

A recorded camera survey turns an opinion about your lateral into a measured distance, and on a Cicero property it should answer two questions that change the shape of the job. The first is cover. The county sets minimum cover in Onondaga County at 48 inches for a building sewer, with insulation board required where there is less, and 48 inches for pumped sewers and force mains, described as six inches more than frost depth. The second is what happens to a basement floor drain. Where a repair or replacement eliminates an active floor drain, or where there is none, a recessed sump and effluent pump has to be installed to remove surface and clear water.

Questions

What Cicero owners ask before a lateral is dug up

How deep does a new sewer line have to be in Cicero?

The county requirement is 48 inches of cover for a building sewer, and insulation board where the cover is less than that. Pumped sewers and force mains carry the same 48 inches, described as six inches more than frost depth. The county also cautions that insulation board over a shallow line with little or no flow is not effective here, because such a line has no self-heating effect.

The plumber says my basement floor drain has to go. Is that allowed?

It is, but not on its own. Where repair or replacement of a building sewer or drain eliminates an active basement floor drain, or where there is no floor drain, the county requires a recessed sump and effluent pump to remove surface and clear water, discharging to daylight or an approved point of disposal. If that is missing from the quote, the quote is incomplete.
