A Liverpool connection is compulsory and it is at your expense
Liverpool's collection system is documented in the village's own code by drawings entitled Village of Liverpool, New York, Sanitary Sewer Details, dated January 1930, so a village lateral is joining mains of roughly ninety-five years. Section 295-1 also makes the connection compulsory: the owner of a building used for human occupancy, abutting a street with a public sanitary sewer, must install the plumbing and connect at their own expense within 180 days of official notice, provided the sewer is within a hundred feet of the lot line. That is a bill with a deadline attached, and it is worth pricing before the notice arrives rather than after. The houses are the other half of the picture. The median Liverpool home was built in 1938, and plastic drain pipe did not become normal until the early 1970s, so a village lateral is almost certainly clay with mortar joints, and it is the joints rather than the pipe barrel that roots and grease find. Liverpool is inside the Consolidated Sanitary District, so Water Environment Protection will inspect the public side, from the cleanout or vent pipe in your yard out to the road, at no direct charge and without you being home. Two things about this basin finish the picture. Liverpool drains to the Wetzel Road plant, created in 1976 out of three consolidated districts and doubled in capacity by 1980, which is why the county polices sump pump and downspout connections here hard. And the village lies in the Bloody Brook drainage district, one of four the county's Flood Control division keeps clear, so an obstructed waterway is reportable to the county.

Onondaga County Water Environment Protection answers a 24 hour line on 315-435-3157 for properties inside the Consolidated Sanitary District, and its crews inspect the public side of the sewer, which it describes as running from the sewer cleanout or vent pipe, the mushroom cap, in your yard out to the road and into the public sewer. If the fault is not in the public sewer the department refers the property to a licensed plumber or drain service. There is no direct charge for the visit and the homeowner does not need to be present.

The Wetzel Road Wastewater Treatment Plant at 4020 Wetzel Road, Liverpool, was created in 1976 when the county legislature consolidated three sanitary districts and upgraded the Morgan Road plant, to provide sanitary sewers to portions of the towns of Salina and Clay. By 1980 population growth required the plant to double its capacity.

WEP's Flood Control division maintains four county drainage districts, mapped to specific municipalities: Harbor Brook and Meadow Brook in the City of Syracuse, Bloody Brook in the Town of Salina and the Village of Liverpool, and Bear Trap and Ley Creek in the towns of DeWitt and Salina, the Village of East Syracuse and the City of Syracuse. Crews mow, trim, remove woody vegetation and debris and inspect infrastructure to keep these waterways unobstructed, and licensed contractors apply herbicide each spring.
