Drain and Sewer Cleaning in the Town and Village of Manlius

In Manlius, a downspout or a sump pump discharging into the sanitary sewer is a compliance matter, and it is far better found by you than by an inspector. The county is under a state Order on Consent to investigate and reduce inflow and infiltration in the Bishop Brook basin, and a camera crew has been working the trunk sewer since January 2026.

Thirteen Manlius flood areas the town has already written down

A round cast iron floor drain set into a painted basement slab, its grate darkened with age and a faint tide line of dried silt around it

WEP states that its right-of-way maintenance and condition assessment work along the Bishop Brook Trunk Sewer supports compliance with an Order on Consent between Onondaga County and the New York State Department of Environmental Conservation which requires investigation and reduction of inflow and infiltration sources. Clearing along the county's 25 foot wide right-of-way ran from January 12 to the end of March 2026, and a closed-circuit television crew is inspecting manholes and sewer lines for condition and signs of inflow and infiltration.

The Town of Manlius annex to the 2025 county hazard mitigation plan names thirteen areas vulnerable to recurring flooding: Cranebrook, Bishops Brook, Falcon View, Sugarland, South Eagle Village, North Eagle Village, Duguid Road, Hoag Lane and Muirfield, Long Meadow Subdivision, Troop K and Route 173, Maricarol Lane, Macclenthen Road and the 100 block of the Homewood neighborhood. The Village of Manlius annex separately names Glencliffe Road, Route 173 West, Tyler Court and Brookhill Drive north and south.

The Meadowbrook-Limestone Wastewater Treatment Plant, completed in 1973 at 7530 Manlius Center Road, serves sections of DeWitt, Manlius, Pompey and Syracuse. It was built after a 1963 state-funded study classified pollution in Limestone Creek as critical and the county established a new sewer district at Meadow Brook on Butternut Creek. WEP's sewer consolidation program currently has a Meadowbrook-Limestone inflow and infiltration abatement project in progress, lining sewers and replacing and rehabilitating manholes across the plant's service area to reduce excessive wet weather flows.

Village of Fayetteville Code section 133-10 states that all costs and expense incident to the installation and connection of the building sewer shall be borne by the owner, who shall indemnify the Village against loss. Planning

Why an inspector may look at a Manlius downspout

Manlius is the one place in this metro where keeping rainwater out of the sanitary sewer is backed by a state order. Water Environment Protection states that its right-of-way maintenance and condition assessment along the Bishop Brook Trunk Sewer supports compliance with an Order on Consent between the county and the New York State Department of Environmental Conservation requiring the investigation and reduction of inflow and infiltration sources, and a closed-circuit television crew is inspecting manholes and sewer lines for condition and for signs of inflow after clearing the county's 25 foot right-of-way from January to the end of March 2026. That is why a downspout or sump discharge on the sanitary side is a compliance question here rather than an oversight. The town and the village are separate governments and their flood records read differently. The Town annex names thirteen areas vulnerable to recurring flooding, among them Cranebrook, Bishops Brook, Falcon View, Sugarland, South and North Eagle Village, Duguid Road, Hoag Lane and Muirfield, Long Meadow Subdivision, Troop K at Route 173, Maricarol Lane, Macclenthen Road and the 100 block of Homewood, while the Village annex separately names Glencliffe Road, Route 173 West, Tyler Court and Brookhill Drive. Check that list before treating a Manlius basement as a drain fault. Both drain to the Meadowbrook-Limestone plant, which the county is relining to cut wet weather flows, so where the lining has reached a street the wet weather picture should already be improving. On the houses, the median village home dates to 1968, which is late enough for the lateral to be plastic and early enough that it may not be, so the material is worth establishing rather than assuming. And village code puts every cost of installing and connecting the building sewer on the owner, with an indemnity clause attached to it.
