Where a Syracuse lateral stops being your problem
The city is the only place in Onondaga County where sewage and stormwater share a single pipe, so a basement that floods during a downpour here is a different diagnosis from the same basement in Clay or Manlius. It also has the clearest published answer in the county to the question that decides the bill. Section 5.3 A.3 of the county plumbing requirements says a sewer lateral repair is reconstructed to the curb line, and that where a licensed contractor finds an obstruction in the service lateral that cannot be cleared and it sits under the street bed, it is the contractor's job to contact the City sewer department and demonstrate it. Ask for that demonstration before anyone agrees to open the road. Two more city-only points worth knowing before you book. Reporting a sewer problem here goes to the City Department of Public Works on 315-448-2489, not to the county line that serves the suburbs, so one call to the wrong number costs a day. And a lateral being connected in the city has to be flushed by City DPW and televised to the main before Plumbing Control will inspect it, with the recording filed at two agencies, which means the camera work is already a condition of the job and you are entitled to a copy. As for what is likely wrong: 51.4 percent of city housing predates 1950, so mortar-jointed clay is the normal lateral, and with tree cover at 26.6 percent and maples making up roughly a third of the 34,165 street trees, a root at a clay joint is the ordinary finding rather than the unlucky one.

Section 5.3 A.3 of the Onondaga County Examining Board for Plumbers requirements states that all sewer lateral repairs shall be reconstructed to the curb line or edge of pavement, and that if the licensed plumbing contractor determines there is an obstruction within the service lateral that cannot be cleared and the obstruction is under the street bed, it is the plumber's responsibility to contact the City sewer department and demonstrate the same.

WEP states that in Onondaga County the City of Syracuse has a combined sewer system, in which sewage and stormwater share a single pipe, while other municipalities have separate stormwater and sewer systems. During heavy rainfall or snowmelt the volume can exceed the capacity of the combined system, and combined sewer outfalls discharge the surplus into local tributaries.

Section 5.3 A.2 of the same requirements states that all sewer laterals in the City of Syracuse must be flushed out by the City of Syracuse Department of Public Works before a plumbing contractor can connect to them, and that no inspection will be made by WEP Plumbing Control unless the contractor has proof the lateral has been flushed and televised to the main sewer and certifies it to be in good condition. A video recording must be given to the City Sewer Department and to Plumbing Control. Section 5.3 A.1 requires approval from the City Engineer or Commissioner of Public Works before WEP will issue a plumbing permit at all.

Onondaga County Water Environment Protection states that for City of Syracuse properties the call goes to the City Department of Public Works on 315-448-CITY, 315-448-2489, not to the county. Properties outside the Consolidated Sanitary District are told to call their own town or village, usually the municipal Department of Public Works, and properties not connected to a public sewer at all are told to call a licensed plumber.

The USDA Forest Service found tree cover in Syracuse averaging 26.6 percent across the city's neighborhood planning areas, with an estimated 890,000 trees on public and private land. A complete inventory counted 34,165 street trees, of which Norway maple was 24.3 percent, honeylocust 9.3 percent, silver maple 8.9 percent, crabapple 6.1 percent and littleleaf linden 5.4 percent. The city's stated goal was to reach 30 percent canopy.
