Stopping Sewage Coming Up Through the Basement Floor Drain

A backwater valve, and New York's residential code already tells you whether your house is one that needs one. Where the flood level rim of a fixture sits below the manhole cover of the next upstream manhole in the public sewer, the code requires that fixture to be protected by a valve in the building drain.

The elevation test that decides whether you need one

Section P3008.1 of the 2020 Residential Code of New York State requires that where the flood level rims of plumbing fixtures sit below the elevation of the manhole cover of the next upstream manhole in the public sewer, those fixtures shall be protected by a backwater valve installed in the building drain, in a branch of it, or in the horizontal branch serving them. Section P3008.2 requires the valve to be of the normally open type where fixtures sit above that elevation. That turns a vague worry into a measurement with a yes or no answer, which is the first thing to get established. Should I get a valve is an opinion. Does my basement sit below the street manhole cover is a survey question, and it is the one the code actually asks.

Where the valve goes, and why access is written into the code

Section P3008.4 requires the valve to be installed so that its working parts stay accessible. That clause is carrying more weight than it looks. A backwater valve is a mechanical flap sitting in a sewer line, so it collects what the line collects, and WEP's own guidance is that it must be inspected and cleaned regularly. A valve buried under a finished floor with no way in is a valve that gets inspected never, and the day that matters is the day you discover it was jammed open by a wipe. If somebody proposes one, ask where the access cover is going and ask how you are expected to check it. The answer tells you a good deal about who you are dealing with.

The trade-off WEP states and sales pages leave out

While a backwater valve is holding back a surcharge from the street, it is also stopping flow from leaving the house. That is the department's own warning, in its own words, and it is the honest limitation of the device. A closed valve protects your basement from what is in the sewer and at the same moment means the toilet upstairs has nowhere to send anything. It is still worth having, because a few hours of not running water is a different order of problem from sewage across the floor. But it changes what your household does during a storm from carry on as normal to stop using water until it passes, and nobody should be finding that out at two in the morning with the rain still coming down.

Four things to check before you buy a valve

WEP's prevention list starts well before the hardware, and it is worth working through in order. Keep fats, oils, grease and wipes out of the drain, because a valve in a line that blocks regularly is a valve that will jam. Check for sump pumps, roof drains and gutters wrongly connected to the sanitary sewer, which is the commonest way a house manufactures its own surcharge. Eliminate or redirect a basement sewer connection that is not needed at all. And where a basement floor drain connects to the sanitary sewer, plugging it or fitting a one-way device to it may be all the protection that particular opening needs. If one of those four turns out to be your problem, you have solved it without a contractor, and we would genuinely rather you did.

A downspout tied into the sewer is a code issue, not just a bad habit

The EPA lists inappropriate connections of sump pumps, roof leaders, foundation drains and area drains among the standard causes of sanitary sewer overflows, and the local codes name the same connections. Village of Fayetteville Code section 133-17 prohibits connecting roof downspouts, exterior foundation drains or areaway drains to a building sewer. Village of East Syracuse Code section 277-5E prohibits any source of surface runoff or groundwater from being connected to a building sewer. These connections are usually old, usually undocumented, and usually made by somebody who moved out long ago. The check is one you can do in the next rainstorm: find where each downspout ends and follow the sump discharge. If either one disappears into the ground beside the house and never reappears, that is the thing to ask about.

A sump pump is not a backwater valve, and in a big storm it can be what gives

They solve different problems. A sump pump lifts groundwater out of a pit. A backwater valve stops sewage coming back in through the drain. Neither substitutes for the other, and the pump has a capacity the storm does not respect. The Town of Cicero annex to the 2025 county hazard mitigation plan records a storm producing up to six inches of rainfall in a short time over urbanized land, in which many homes in the Brewerton area experienced significant basement flooding because sump pumps could not keep up with the inflow, with local roads and drainage systems flooded for several hours. Use the water itself to tell them apart. If your basement takes water in every heavy rain and the water is clean, that is a pump and drainage question. If the water is not clean, this page is the one you want.

How to tell whether the backup came from your line or from the street

Start with the municipal check, because it costs nothing and it settles the question fastest. Onondaga County WEP runs a 24 hour line on 315-435-3157 for properties in the Consolidated Sanitary District and will inspect the public side of the sewer, from the cleanout or vent pipe in your yard out to the road and into the public sewer, with no direct charge and without needing you at home. City of Syracuse properties call the City Department of Public Works on 315-448-2489 instead. Then check the timing against the weather, because the two systems fail differently: inside the city sewage and stormwater share one pipe, so a backup mid-downpour is a capacity event, while outside the city the systems are separate and rain has no legitimate route into the sanitary sewer at all.

After sewage has been in the basement

The EPA is direct about what follows: where basements flood with sewage the damaged area must be thoroughly cleaned and disinfected, and rugs, curtains, flooring, wallboard and upholstered furniture that have been in contact with sewage usually have to be replaced. Photograph everything before it moves and tell your insurer early. It is also worth knowing that cleaning and disinfecting a contaminated basement is not drain work and is not what a drain contractor is there to do, so plan on two trades rather than one. What the drain contractor is for is making sure it does not happen a second time, which means establishing why the line surcharged before anybody lays new flooring over the same unanswered question.

Who installs it, and the three questions to ask them

WEP's own advice is to have a licensed plumber install the backwater valve, and the connection side of that work is regulated here: section 3.2 of the county's Examining Board requirements obliges every licensed plumbing contractor working in Onondaga County to keep certificates of insurance on file with WEP Plumbing Control naming it as certificate holder, and requires anyone excavating to install sanitary, storm or combined sewers to furnish proof of underground operations coverage in all instances. Ask three things. Where the access cover will be. Whether the valve is the normally open type the code specifies for your fixture elevations. And what the plan is for the floor drain, which is usually the lowest opening in the house and therefore the first one to overflow. WEP names three causes of basement backups: blockages in the sewer line, inflow during heavy rainfall overwhelming the sewer system, and tree roots infiltrating sewer pipes. Its published prevention steps are to keep fats, oils, grease and wipes out of the drain, to check for sump pumps, roof drains and gutters wrongly connected to the sanitary sewer, to eliminate or redirect an unneeded basement sewer connection, to plug or fit a one-way device to a basement floor drain that connects to the sanitary sewer, and to have a licensed plumber install a backwater valve, which must be inspected and cleaned regularly. The department warns that while a backwater valve is holding back a surcharge it is also stopping flow from leaving the house.

Village of Fayetteville Code section 133-13 specifies cast-iron soil pipe to ASTM A74-42 extra-heavy weight or equal for the building sewer, permits Transite or equal asbestos-cement building sewer pipe if the Superintendent approves it, and states that cast iron pipe with leaded joints may be required by the Superintendent where the building sewer is exposed to damage by tree roots. Section 133-14 sets a minimum inside diameter of four inches at a slope of not less than a quarter inch per foot, and section 133-17 prohibits connecting roof downspouts, exterior foundation drains or areaway drains to a building sewer.

Village of East Syracuse Code section 277-5H allows sewer extensions, including individual building sewer laterals to the property line, to be constructed by the Village. Section 277-5C allows old building sewers to be used with new buildings only if the Public Works Superintendent tests them and finds they fully comply. Section 277-5D requires the building sewer to be brought to the building below the basement floor wherever possible, and section 277-5E prohibits any source of surface runoff or groundwater from being connected to a building sewer.

The Town of Cicero annex to the 2025 county hazard mitigation plan records a storm producing up to six inches of rainfall in a short time over urbanized land, in which many homes in the Brewerton area experienced significant basement flooding because sump pumps could not keep up with the inflow, and flooding of local roads and drainage systems lasted several hours. The same annex names Cicero Swamp at Route 298 Rattlesnake Gulch, Beach Road, Mud Creek at Hogan Road, Jemola Runne and Cicero Mills, Kathan Road backyards, properties on Route 11 backing onto the Interstate 81 corridor, and Vistula Road as prone to flooding in heavy rain.

Onondaga County Water Environment Protection answers a 24 hour line on 315-435-3157 for properties inside the Consolidated Sanitary District, and its crews inspect the public side of the sewer, which it describes as running from the sewer cleanout or vent pipe, the mushroom cap, in your yard out to the road and into the public sewer. If the fault is not in the public sewer the department refers the property to a licensed plumber or drain service. There is no direct charge for the visit and the homeowner does not need to be present.

Onondaga County Water Environment Protection states that for City of Syracuse properties the call goes to the City Department of Public Works on 315-448-CITY, 315-448-2489, not to the county. Properties outside the Consolidated Sanitary District are told to call their own town or village, usually the municipal Department of Public Works, and properties not connected to a public sewer at all are told to call a licensed plumber.

WEP states that in Onondaga County the City of Syracuse has a combined sewer system, in which sewage and stormwater share a single pipe, while other municipalities have separate stormwater and sewer systems. During heavy rainfall or snowmelt the volume can exceed the capacity of the combined system, and combined sewer outfalls discharge the surplus into local tributaries.

Section 3.2 of the Examining Board requirements obliges every licensed plumbing contractor working in Onondaga County to keep certificates of insurance on file with WEP Plumbing Control naming it as certificate holder, showing public liability of $1,000,000, property damage of $50,000 each accident with a $100,000 aggregate, and New York workers' compensation coverage. Separately, any contractor or subcontractor intending to excavate to install sanitary, storm or combined sewers or water lines must in all instances furnish proof of underground operations coverage, the U hazard.
