Drain and Sewer Cleaning in DeWitt While the Mains Are Relined
There is live county work under DeWitt aimed squarely at wet weather backups, and it can decide whether you need a contractor at all. The Meadowbrook-Limestone sewers are being relined and their manholes rehabilitated to keep stormwater out of the sanitary system, so a drain that only misbehaves in the rain may not be your lateral.

Why DeWitt has clay tile in one street and fiber in the next

The Meadowbrook-Limestone Wastewater Treatment Plant, completed in 1973 at 7530 Manlius Center Road, serves sections of DeWitt, Manlius, Pompey and Syracuse. It was built after a 1963 state-funded study classified pollution in Limestone Creek as critical and the county established a new sewer district at Meadow Brook on Butternut Creek. WEP's sewer consolidation program currently has a Meadowbrook-Limestone inflow and infiltration abatement project in progress, lining sewers and replacing and rehabilitating manholes across the plant's service area to reduce excessive wet weather flows.

WEP states that Capacity Assurance reviews are required for all new lateral connections to existing sewer mains and for the re-use of existing laterals, before the work can be reviewed and approved by the Onondaga County Health Department and a permit issued by WEP Plumbing Control. Submissions go through the county's OpenGov portal and feedback or approval is provided within 45 days. An offset plan to address stormwater and groundwater inflow and infiltration may be required as a condition of approval.

Onondaga County Water Environment Protection answers a 24 hour line on 315-435-3157 for properties inside the Consolidated Sanitary District, and its crews inspect the public side of the sewer, which it describes as running from the sewer cleanout or vent pipe, the mushroom cap, in your yard out to the road and into the public sewer. If the fault is not in the public sewer the department refers the property to a licensed plumber or drain service. There is no direct charge for the visit and the homeowner does not need to be present.

WEP's Flood Control division maintains four county drainage districts, mapped to specific municipalities: Harbor Brook and Meadow Brook in the City of Syracuse, Bloody Brook in the Town of Salina and the Village of Liverpool, and Bear Trap and Ley Creek in the towns of DeWitt and Salina, the Village of East Syracuse and the City of Syracuse. Crews mow, trim, remove woody vegetation and debris and inspect infrastructure to keep these waterways unobstructed, and licensed contractors apply herbicide each spring.

Slow only when it rains is a different fault in DeWitt

The relining under DeWitt and what it changes for your street
DeWitt shares the Meadowbrook-Limestone plant on Manlius Center Road with Manlius, Pompey and part of Syracuse, and the county currently has an inflow and infiltration abatement project running across that service area, lining sewers and replacing and rehabilitating manholes to reduce excessive wet weather flows. That is the single most useful thing to know before booking work here. If your drains only misbehave when it rains or thaws, the fault may be groundwater getting into the mains and taking the capacity your house needs rather than a blockage in your lateral, and Water Environment Protection will inspect the public side, from the cleanout or vent pipe in your yard out to the road, at no direct charge, on 315-435-3157 before anyone quotes. Two things about timing. A new lateral connection, or the re-use of an existing one, goes through a county Capacity Assurance review with feedback or approval inside 45 days, and an offset plan for stormwater and groundwater inflow may be attached as a condition, so a lateral replacement in DeWitt is scheduled around a review rather than around a calendar. Clearing a blockage is not caught by that at all. The town also sits in the Bear Trap and Ley Creek drainage district, one of only four the county's Flood Control division mows, clears and inspects, so an obstructed channel is reportable to the county rather than left with the highway department. On the houses, DeWitt carries both of this county's pipe problems inside one town line: 24.5 percent was built before 1950, which is mortar-jointed clay tile, and 43.3 percent went up between 1940 and 1969, which is the bituminized fiber window. Which street you are on decides which of the two a survey is looking for.
