Which fixtures are slow sorts people faster than what the blockage turns out to be. One sink backing up while the rest of the house drains is a branch line inside the building. Every fixture slowing at once, or the same line blocking a second time, is the lateral running out under the yard. Wastewater coming up through a floor drain right now is a third thing and it is the one to call about first. And if somebody has already told you the line needs replacing, the fourth is where that gets established before you commit to anything.

Clogged and Slow Drain Cleaning
Drain cleaning is work on the branch line serving one fixture: the kitchen sink, a bathroom basin, a tub or shower, the laundry standpipe or a toilet. A cable machine sized to that pipe, or a small jetter where the deposit is grease, goes in through the trap arm, a cleanout or the vent, the blockage comes out, and the line is run with water long enough to prove it is clear. Which fixtures are affected matters more than what the blockage turns out to be, because a branch line is a short piece of pipe inside the house and the sewer lateral under the yard is not. One slow sink is a branch. Every drain in the house running slow at once is the lateral, and nothing done at the sink will reach it.

Sewer line cleaning is work on the lateral, the single pipe that takes everything from the house out to the public main. When it narrows, every fixture slows at the same time and the lowest opening in the building, usually a basement floor drain, is the first to overflow. A cable machine with a cutting head, or a jetter with a root nozzle where the deposit is grease, goes in through the cleanout and opens the full diameter of the pipe rather than a channel through the middle of whatever is in it. A camera then says what is left. The part worth insisting on is where along the run the obstruction sat, because there is a boundary in that run. Section 5.3 A.3 of the Onondaga County Examining Board for Plumbers requirements has all sewer lateral repairs reconstructed to the curb line, and where a licensed plumbing contractor finds an obstruction in the lateral that cannot be cleared and it lies under the street bed, it is that contractor's responsibility to contact the City sewer department and demonstrate it. A blockage on the far side of that boundary is not your bill.

A sewer backup is wastewater returning into the house through the lowest opening it can find, usually a basement floor drain, a laundry tub or a first floor toilet. The first job is to get the line open and the house draining. The second is to work out which of two completely different things happened, because they have different answers and different owners. Either the private lateral is blocked, in which case the water is yours and it stops when the pipe is opened, or the public system is surcharged, in which case it is arriving from the street and nothing done inside the house will hold it back while the surcharge lasts. Onondaga County WEP names three causes of a basement backup: a blockage in the sewer line, inflow during heavy rainfall overwhelming the system, and tree roots infiltrating the pipe. Settling which one it was, on the day, is what stops it happening again next spring.

This is the step that turns an opinion about your sewer line into a measurement. A self leveling camera runs the lateral from the cleanout toward the main, a sonde in the head is tracked from the surface so the fault can be marked on the ground above it, and what comes back is the pipe material, the state of the joints, any root intrusion, any belly holding water, and the distance from the house to the problem. That distance decides most of what a repair involves, because it decides how much yard, driveway or road is in the way, and it decides who pays: the county's plumbing requirements have sewer lateral repairs reconstructed to the curb line, and an obstruction that cannot be cleared and sits under the street bed goes back to the City. Repair then follows from what the camera found, and it is not one method. A single failed joint is a spot repair. A run that has lost its shape end to end is a replacement, open cut or trenchless, and for the trenchless methods the New York residential code sets out exactly what the job has to include.
