The Village of Skaneateles is its own sewer authority
Skaneateles is not in the Onondaga County Consolidated Sanitary District, and that single fact changes the first phone call. There is no county inspection of the public side here. The Village runs its own sewer service and its own wastewater treatment plant at 3831 Fennell Street, answers its own service line on 315-685-5426, and bills monthly at a $22.00 base rate for the connection plus $0.12208 per cubic foot of usage and a $0.043 per cubic foot capital project charge as of June 2026. The Village, not the county, decides what happens at the main. On a steep lakeside village the second thing to establish is what is arriving from above. The village annex to the county hazard plan records storm sewers on the eastern side surcharging in a storm dropping two and a half to five inches of rain in under two hours, with erosion and debris on East Genesee Street and west side properties flooding from storm surcharge, and in the June 30 to July 1, 2015 flood, storm sewers along State Street and Austin Park surcharging and damaging storm structures while East Genesee Street was blocked with debris. A house below one of those streets sees the consequence in its lowest drain, and that is a surface water diagnosis rather than a blocked lateral. The village housing is among the oldest in the county at 61.2 percent built before 1950, so a village lateral is almost certainly mortar-jointed clay and it is the joints that roots and grease find. Outside the sewered village, a property within 250 linear feet of Skaneateles Lake or its tributaries with a substandard or failing septic system can apply to the county Health Department under New York's septic replacement funding before paying for a replacement outright.

The Onondaga County Consolidated Sanitary District covers part or all of eighteen municipalities: the City of Syracuse, the towns of Lysander, Camillus, Manlius, Cicero, Onondaga, Clay, Pompey, DeWitt, Salina, Geddes and Van Buren, and the villages of Camillus, East Syracuse, Fayetteville, Liverpool, Manlius and Solvay. The county warns that being inside the district does not by itself mean a given property is or can be served by public sewer.

The Village of Skaneateles annex to the 2025 county hazard mitigation plan records that in a storm dropping two and a half to five inches of rain in under two hours, storm sewers on the eastern side of the Village surcharged and caused erosion and debris on East Genesee Street, and that properties on the west side flooded from storm surcharge. In the June 30 to July 1, 2015 flood, storm sewers along State Street and Austin Park surcharged and damaged storm structures, and storm sewers along East Genesee Street surcharged and blocked the roadway with debris.

The Onondaga County Health Department administers New York's Septic System Replacement Funding Program for properties within 250 linear feet of Skaneateles Lake, Skaneateles Lake's tributaries, Otisco Lake, the Seneca River between the Cross Lake outlet and Klein Island, Jamesville Reservoir, or Rush Creek Upper and its tributaries, where the owner has a substandard or failing septic system.
