Sewer Backup and Basement Protection in the Town of Salina

Salina's risk is not water arriving at the house. It is losing the place the house sends water to, and that is a failure you can protect a basement against in advance.

Local Context

Losing the outlet: the Salina failure worth planning for

The town annex to the county hazard plan records no unique vulnerability to flood events beyond the county norm, and then names the wastewater pump stations that carry Salina's sewage and what a large flood would do to them: Brown Avenue at 398 Brown Avenue, modeled at 7.0 percent structure and 49.4 percent content damage, and Ley Creek at 5157 Ley Creek Drive at 6.4 and 43.2 percent. A pump station losing its contents does not put water in your basement. It removes where your basement's wastewater is supposed to go, and the fixture below street level is the one that discovers it. That is a predictable failure, and predictable failures can be designed out.

Deciding

Whether a Salina basement fixture needs protecting at all

Weigh the elevations before the anxiety. Section P3008.1 of the New York residential code settles it with a comparison rather than an opinion: where the flood level rim of a fixture sits below the cover of the next upstream manhole in the public sewer, that fixture is to be protected by a backwater valve in the building drain, a branch of it, or the horizontal branch serving it, and the working parts must stay accessible. If your lowest fixture sits above that line, the answer is that you need nothing. Weigh the county's cheaper steps too, in their published order: grease and wipes out, wrong connections found, an unneeded basement sewer connection removed or redirected, a plug or one-way device on the floor drain, then a valve.

  1. The test is two heights, and it is answerable now

Your lowest fixture rim against the next upstream manhole cover. Below it, the code wants a valve. Above it, you can stop reading and keep your money.

  2. Accessible means serviceable

The code requires the valve to be installed so its working parts stay accessible, and the county requires it to be inspected and cleaned regularly. A valve buried behind finished work is a valve nobody maintains.

  3. Work down the list before the valve

Removing an unneeded basement sewer connection, plugging or fitting a one-way device to a floor drain, and finding wrongly connected sump pumps and roof drains all sit above a valve on the county's own prevention list.

Local Detail

Brown Avenue, Ley Creek and section P3008.1

The Town of Salina annex to the 2025 county hazard mitigation plan lists several wastewater pump stations exposed to the 100 and 500 year floods, including the Brown Avenue Pump Station at 398 Brown Avenue with modeled damage of 7.0 percent to structure and 49.4 percent to contents, and the Ley Creek Pump Station at 5157 Ley Creek Drive with 6.4 percent structure and 43.2 percent content damage. The annex also records that the Town has no unique vulnerability to flood events beyond the county norm.

Section P3008.1 of the New York residential code requires that where the flood level rims of plumbing fixtures sit below the elevation of the manhole cover of the next upstream manhole in the public sewer, those fixtures shall be protected by a backwater valve installed in the building drain, a branch of it, or the horizontal branch serving them. Section P3008.2 requires the valve to be of the normally open type where fixtures sit above that elevation, and section P3008.4 requires that the valve be installed so its working parts stay accessible.

WEP names three causes of basement backups: blockages in the sewer line, inflow during heavy rainfall overwhelming the sewer system, and tree roots infiltrating sewer pipes. Its published prevention steps are to keep fats, oils, grease and wipes out of the drain, to check for sump pumps, roof drains and gutters wrongly connected to the sanitary sewer, to eliminate or redirect an unneeded basement sewer connection, to plug or fit a one-way device to a basement floor drain that connects to the sanitary sewer, and to have a licensed plumber install a backwater valve, which must be inspected and cleaned regularly. The department warns that while a backwater valve is holding back a surcharge it is also stopping flow from leaving the house.

Questions

Questions Salina owners ask about backwater valves

Why would a pump station problem flood my Salina basement?

Because it takes away your outlet. The county models the Brown Avenue and Ley Creek stations at 49.4 and 43.2 percent content damage in a large flood, and a station that is out of action leaves the sewage in the pipes it came from. A house whose lowest fixture sits below the level of the street sewer is where that shows up first.

Is a backwater valve enough on its own in Salina?

It is one item on a list, and not the first. The county puts keeping grease and wipes out, finding sump pumps and roof drains wrongly connected to the sanitary sewer, removing an unneeded basement sewer connection and plugging or fitting a one-way device to a floor drain ahead of it. A valve also has to be inspected and cleaned regularly, and while it is closed it stops your own flow leaving.
