Sewer Line Inspection and Repair on Salina Town Laterals

Age alone does not condemn a lateral, and the federal standard behind the pipe most people worry about never set a service life. A survey is what replaces the guessing.

Deciding

Repair, burst or leave it on a mid-century Salina run

Weigh condition over vintage. A run of the right age that still holds a round section and clean joints is not a problem waiting to happen, it is a pipe doing its job, and the correct action is to note it and move on. A run that has gone oval, lost shape or collapsed is a different matter, and there the code offers a route that keeps most of the yard: replacement by pipe bursting, limited to gravity drainage piping of six inches and smaller, in high density polyethylene of the same nominal size, with a recorded internal camera survey both before and after and the after survey reviewed and approved by the building official before pressure testing.

  1. No standard ever promised this pipe a lifespan

CS116-44 set immersion, boiling and flattening tests and nothing about durability in years. Anyone quoting a service life for it is quoting something that was never written down.

  2. Oval on camera is the finding that matters

Deformation, not age, is what ends a lateral. A round section with sound joints on a 1960s run is a pipe you can leave alone and revisit.

  3. Trenchless has to be documented to count

Pipe bursting requires recorded camera surveys before and after, approval of the after survey by the building official before pressure testing, and cleanouts fitted where the old line had none. Ask for all three in the quote.

Commercial Standard CS116-44, and what a camera adds to it

The Town of Salina has 16,016 housing units with a median year built of 1960. Of those, 24.3 percent were built before 1950 and 47.7 percent between 1940 and 1969, the third highest mid-century share of any town in Onondaga County behind Camillus at 53.4 percent and Geddes at 51.6 percent.

The federal standard behind Orangeburg pipe is Commercial Standard CS116-44, promulgated by the National Bureau of Standards and effective for new production from March 10, 1944. It covers bituminized fiber pipe in diameters of 2 to 8 inches in 5 and 8 foot lengths, and its first listed use is house connections to sewers and septic tanks. The material is defined as a bituminous compound reinforced with an interwoven fibrous structure. Its durability tests are a 48 hour water immersion allowing a 2 percent weight gain, a 30 day chemical immersion, a boiling water test, and a resistance to flattening test allowing a 3 percent decrease in diameter under load and heat. The standard contains no service life requirement of any kind.

Section P3010 of the New York residential code governs replacement of building sewers and building drains by pipe bursting. It limits the method to gravity drainage piping of 6 inches and smaller, requires the replacement to be the same nominal size, requires high density polyethylene pipe to ASTM F714, requires an internal recorded video camera survey both before and after the work, requires the after survey to be reviewed and approved by the building official before pressure testing, and requires cleanout fittings to be installed where the existing sewer did not have them. Section 3011 sets out the parallel rules for PVC fold and form replacement.

What sewer line repair involves

Local Context

What the fiber pipe standard actually promised, and did not

Salina's median year built is 1960 and 47.7 percent of the town went up between 1940 and 1969, which puts a lot of laterals inside the production window for bituminized fiber sewer pipe. Before that becomes a reason to replace anything, look at what the federal standard behind it required. Commercial Standard CS116-44 covered pipe of 2 to 8 inches in 5 and 8 foot lengths, listed house connections to sewers and septic tanks as its first use, and set durability tests for water immersion, chemical immersion, boiling water and resistance to flattening. It contains no service life requirement of any kind. So the age of the house tells you what to look for. Only the camera tells you what you have.

Questions

What Salina owners ask before condemning an old lateral

How long is bituminized fiber sewer pipe supposed to last?

The standard never said. Commercial Standard CS116-44, the federal standard behind it, specified diameters, lengths and a set of durability tests including a 48 hour water immersion, a 30 day chemical immersion, a boiling water test and a flattening test, and contains no service life requirement at all. Which is why the only honest way to date the condition of a Salina lateral is to look inside it.

My Salina house is from 1958. Does the sewer need replacing?

Not on that basis. Roughly half the town shares that build window, and plenty of those lines are still round and still working. What a survey looks for is deformation, open joints, root entry and a belly holding water. If none of that is there, the recommendation is to leave it alone, and that is a legitimate outcome rather than a missed sale.
