Whether a Syracuse sink needs one visit or a bigger conversation

Count fixtures before you count anything else. One slow drain is a branch and a short visit. Two or more slowing together, or a floor drain that bubbles when an upstairs toilet flushes, means the trouble is further out and a branch line machine will not reach it. Table 3-1 of the county's 2018 Ambient Monitoring Program report records that Onondaga County had 72 operational combined sewer overflows in 1998 before the Amended Consent Judgment, and that as of December 31, 2018 those 72 had become 25 abated, 27 closed and 20 still operational. By basin the operational count was 10 on Harbor Brook, 9 on Onondaga Creek and 1 on Ley Creek.

Onondaga County Water Environment Protection states that for City of Syracuse properties the call goes to the City Department of Public Works on 315-448-CITY, 315-448-2489, not to the county. Properties outside the Consolidated Sanitary District are told to call their own town or village, usually the municipal Department of Public Works, and properties not connected to a public sewer at all are told to call a licensed plumber.

WEP states that plumbing and wastewater systems are designed to handle only human waste and toilet paper, and lists as unflushables all wipes including baby, personal care and cleaning wipes, plus cotton balls, cotton swabs, dental floss, hair, tissues, paper towels, sanitary products, diapers, cat litter and animal waste. It explains that these items collect in pipes on soapy build-up and deposits of fats, oils and grease, leading to sewer blockages and wastewater back-ups.

Clearing a single blocked sink, tub, toilet or laundry standpipe is the smallest job in this trade, and inside the city it is also the quickest way to rule out the expensive one. If one fixture is slow and the rest of the house still drains, the fault sits in a branch line and a cable sized to that pipe reaches it. If the basement floor drain only misbehaves during a downpour, you are looking at the street instead, because Syracuse streets carry sewage and stormwater in one pipe and the county still counted 20 operational combined sewer overflows at the end of 2018, ten of them on Harbor Brook and nine on Onondaga Creek. Only my kitchen sink is slow. Could that still be the main sewer line?

It is unlikely. A branch line serves one fixture, so when the rest of the house still drains normally the restriction is between that trap and the point where the branch joins the stack. The check that settles it takes seconds: run the tub and the basement fixture at the same time and see whether they hold up.

Why does my Syracuse floor drain only back up in heavy rain?

Because the pipe in your street is doing two jobs. The city is the only place in Onondaga County where sewage and stormwater share a single sewer, so volume in a storm can exceed what the shared pipe carries. That is a system event rather than a blockage, and clearing the branch line will not change it.
