Dig, line or leave it: what settles a city repair

Weigh who is allowed to do the work before you weigh how it is done. WEP's licensing page states that master plumbers may own and operate plumbing businesses, and then qualifies it in parentheses as Onondaga County, except the City of Syracuse, so ask directly how your contractor is authorized for a city address. Then weigh method against evidence. The county found its own 1896 brick Midland and Colvin trunk sewer compromised at a routine winter 2024 inspection and repaired it with a new lining rather than excavating it, which is the same argument that applies to a household lateral with sound walls and bad joints.

  1. Ask for the recording, because it already exists

    A city lateral connection cannot be inspected without proof it was flushed and televised to the main, and the video goes to two city bodies. There is no reason for you not to hold the third copy.

Section 5.3 A.2 of the same requirements states that all sewer laterals in the City of Syracuse must be flushed out by the City of Syracuse Department of Public Works before a plumbing contractor can connect to them, and that no inspection will be made by WEP Plumbing Control unless the contractor has proof the lateral has been flushed and televised to the main sewer and certifies it to be in good condition. A video recording must be given to the City Sewer Department and to Plumbing Control. Section 5.3 A.1 requires approval from the City Engineer or Commissioner of Public Works before WEP will issue a plumbing permit at all.

WEP records that the Midland and Colvin trunk sewer, which links the Southside of Syracuse to the county sewer system and to the Metropolitan plant, was originally constructed in 1896 out of brick, is egg-shaped, measures 87 inches tall by 58 inches wide, lies 28 feet underground and carries over 100 million gallons a day. A routine inspection in winter 2024 found the structure compromised and it was repaired with a new lining that July.

Ask for it in writing at the start.
