What is different underground in Syracuse

What Syracuse homeowners ask about the curb line

  • Only my kitchen sink is slow. Could that still be the main sewer line?

It is unlikely. A branch line serves one fixture, so when the rest of the house still drains normally the restriction is between that trap and the point where the branch joins the stack. The check that settles it takes seconds: run the tub and the basement fixture at the same time and see whether they hold up.

  • Who pays if the blockage turns out to be under a Syracuse street?

The county requirements put that on the City once it is proven. A licensed plumbing contractor who finds an obstruction in the service lateral that cannot be cleared, and which sits under the street bed, is responsible for contacting the City sewer department and demonstrating it. The demonstration is the part to insist on before anyone talks about opening the road.

  • Is there a public record of the overflow that flooded my Syracuse basement?

There may well be. New York's Sewage Pollution Right to Know Act requires a publicly owned sewer system to report a discharge of untreated or partially treated sewage, including a combined sewer overflow, to the Department of Environmental Conservation and the local health department within two hours of discovery, and to notify the public electronically within four. Match that to the hour your basement started taking water.

  • Do I get a copy of the camera recording on a city job?

Ask for it in writing at the start. On a City of Syracuse lateral connection the recording is already being made and handed to the City Sewer Department and to WEP Plumbing Control, because no inspection happens without proof the line was flushed and televised to the main. A contractor who cannot produce a copy has not done that step.

Drain and sewer work we arrange inside the city line

  • Overhead view of a stainless steel kitchen sink with the strainer basket lifted out onto the counter and a coil of drain cable lying beside it

    Drain cleaning

One slow sink is a short piece of pipe you can reach from indoors.

  • A drum drain cleaning machine feeding steel cable into an opened basement floor cleanout, with a root cutter head and a tangle of severed tree roots on a drop cloth in the foreground

    Main line cleaning

We open the full bore of the lateral and record where the blockage actually sat, because inside the city that one distance decides whether the bill is yours or the City's.

  • A basement floor drain with a submersible pump beside it on a flat discharge hose, a shop vacuum and a drying fan standing on the damp concrete floor

    Backup crew

First the line comes open and the house drains. Then we settle whether that water was yours or the street's, because on a city floor those two look identical and cost nothing like the same.

  • A drain inspection camera reel and monitor set up at an open sewer cleanout in the grass strip between a sidewalk and the curb, with the push rod fed down into the pipe

    Camera and repair

A recorded survey turns an opinion about your line into a measured distance, and in the city that recording is already a condition of the work rather than an upsell.

Where a Syracuse lateral stops being your problem

Inside the city line a lateral repair only has to reach the curb line, and an obstruction a plumber proves is sitting under the street bed is handed to the City rather than billed to you.

The city is the only place in Onondaga County where sewage and stormwater share a single pipe, so a basement that floods during a downpour here is a different diagnosis from the same basement in Clay or Manlius. It also has the clearest published answer in the county to the question that decides the bill.

  • Section 5.3 A.3 of the county plumbing requirements says a sewer lateral repair is reconstructed to the curb line, and that where a licensed contractor finds an obstruction in the service lateral that cannot be cleared and it sits under the street bed, it is the contractor's job to contact the City sewer department and demonstrate it.
  • Ask for that demonstration before anyone agrees to open the road.
  • Two more city-only points worth knowing before you book.
  • Reporting a sewer problem here goes to the City Department of Public Works on 315-448-2489, not to the county line that serves the suburbs, so one call to the wrong number costs a day.
  • And a lateral being connected in the city has to be flushed by City DPW and televised to the main before Plumbing Control will inspect it, with the recording filed at two agencies, which means the camera work is already a condition of the job and you are entitled to a copy.
  • As for what is likely wrong: 51.4 percent of city housing predates 1950, so mortar-jointed clay is the normal lateral, and with tree cover at 26.6 percent and maples making up roughly a third of the 34,165 street trees, a root at a clay joint is the ordinary finding rather than the unlucky one.
